Certain licenses require Harvest Information Program (HIP) certification to legally hunt. HIP certification is granted automatically when the customer completes a HIP survey questionnaire once during that license year.
When a license is selected that requires HIP certification, and the customer has not previously submitted a completed questionnaire, the agent is prompted to ask the customer if they intend to hunt migratory game birds. If yes, the agent is prompted to select item 137 – HIP Certification from the hunting category. The only automatic asking of HIP certification questions occurs on the purchase of item 168 – Migratory Game Bird endorsement. If the customer does not complete the purchase, the certification is cancelled and not valid.
If the customer does not complete the HIP survey, they can still purchase the license, but it is illegal to use it to hunt migratory birds.
To Submit a HIP Survey:
- An info window will be displayed when certain license are selected. The window (Figure 32) is a reminder to add an Item 137 if the customer intends to hunt migratory birds.
NOTE: An Item 137 is automatically added and the HIP Survey screen automatically appears when certain items are selected. For other items, the 137 must be added by the clerk. See "Selling Recreational License Items".

If the Item 137 (HIP survey) is not completed, the customer is not HIP certified and must not hunt any migratory birds in the current license year. Though you can still sell this license, the license states that the license holder needs to be HIP certified to hunt related species. - When Item 137 is selected automatically or by the clerk, the survey screen is displayed Figure 33.

NOTE: The customer is not considered to be HIP certified (and will not be able to hunt using this license) until the survey has been submitted and the sales transaction completed. - Ask the customer each of the questions in the survey and either enter numbers in the fields or select YES or NO from the drop-down lists, as appropriate.
- Click OK to save your entries and return to the Sales screen.
